• 今年初めの変更により、無料で使っていた個人ユーザーも全員が有料プランへアップグレードする必要があった

私も有料版に変更しましたが、カスタマーサポートに問い合わせたところ、元に戻してもらえるとのことです。
すぐに既存プランへ切り替わるわけではなく、開発後に変更されるそうで、それまでは料金は請求されないとのことです。
カスタマーサポートへの問い合わせは https://support.google.com/a/answer/1047213 を参考にして進めればよいです。

私も問い合わせをして、下記と似たような回答を受け取りましたが、依然として Business Starter の状態で表示されています。

If you choose to self-identify as a non-business user, you'll continue to have access to your custom domain with Gmail and other Workspace Services; you'll retain access to additional Google services such as Google Search, Google Maps, and Youtube; and you'll retain access to your paid content such as movie purchases at Google Play and data stored on Google Workspace. In the future, Google may remove business functionality from this offering such as 24/7 support.

Please confirm the following statement: I confirm that I use Google Workspace for personal use. I understand, Google may remove business functionality from this offering and transition businesses to Google Workspace.
